How to Handle Marriage Procedures in Azerbaijan

Marriage is not only the union of two people’s lives but also a process that creates official legal obligations. For foreign nationals, getting married in Azerbaijan requires completing certain procedures and preparing specific documents. Based on the experience of Cosmos Legal Law Office, we explain step by step how marriage procedures are carried out in Azerbaijan.

1. Institution for Application
Marriage procedures in Azerbaijan are conducted through the Azerbaijan Civil Registry Office (ZAGS). All official marriages are valid only with ZAGS approval.

2. Required Documents
Couples must prepare the following documents for a marriage application:

  • Valid passport or ID

  • Birth certificate

  • Residence certificate or address registration

  • Health report (confirming no infectious disease)

  • Certificate of marriage eligibility (particularly for foreign nationals, obtained from the consulate)

  • Divorce decree or death certificate (if previously married)

After the ceremony, the couple receives an official marriage certificate. This certificate is legally recognized in Azerbaijan and in many other countries, including Turkey.

For Turkish citizens, the marriage certificate must also be recorded in Turkey’s civil registry through the Turkish Embassy or Consulate in Baku.
